Each state has a set of laws that also apply to the people who living in or commute through that state. Like the federal system, the legislative bodies of each state create and pass bills. The state's govenor may then sign the bill into a law of that state. Additionally, each county, city, township or other local government body may implement ordinances that apply to the people who live or commute through those jurisdictions.
